扎實(shí)(shi)開(kāi)展系(xi)統(tǒng)隱患排(pai)查(cha)治(zhi)理。分(fen)廠(chang)組(zu)織(zhi)制(zhi)定了隱患(huan)排查(cha)治理制度(du),發(fā)(fa)動(dòng)(dong)全(quan)員參與(yu)隱(yin)患排(pai)查治(zhi)理(li),每(mei)周(zhou)組(zu)織(zhi)對(duì)(dui)各工(gong)段(duan)裝(zhuang)置區(qū)的工藝(yi)、設(shè)備、安(an)全(quan)設(shè)(she)施(shi)等(deng)進(jìn)(jin)行全面排(pai)查(cha),對(duì)查出(chu)的隱(yin)患(huan)限(xian)定整(zheng)改(gai)時(shí)(shi)間(jian)及明(ming)確責(zé)(ze)任人(ren),跟(gen)蹤(zong)隱患(huan)整(zheng)改落(luo)實(shí)情(qing)況。班(ban)組(zu)隱患專(zhuan)項(xiàng)治理(li)按(an)照(zhao)制(zhi)度對(duì)班(ban)組進(jìn)(jin)行獎(jiǎng)懲(cheng)和管理(li),確保(bao)件件(jian)有跟蹤事事有(you)落實(shí)(shi)。全年(nian)分廠累(lei)計(jì)(ji)查(cha)出各類隱(yin)患(huan)1320項(xiàng),并(bing)對(duì)(dui)其(qi)中15項(xiàng)未整(zheng)改(gai)項(xiàng)(xiang)制定整(zheng)改方案(an)和預(yù)(yu)控措施(shi),并(bing)納(na)入2022年大檢修(xiu)計(jì)(ji)劃。
???安全培(pei)訓(xùn)應(yīng)(ying)急實(shí)訓(xùn)(xun)注重(zhong)實(shí)效(xiao)。通過(guò)管理(li)機(jī)制(zhi)運(yùn)(yun)行(xing),分廠(chang)每月(yue)組織職(zhi)能人(ren)員進(jìn)行(xing)一次安(an)全學(xué)(xue)習(xí),每月組(zu)織(zhi)各(ge)化(hua)工班(ban)組進(jìn)(jin)行兩次(ci)以上(shang)安全教(jiao)育培(pei)訓(xùn),每個(gè)輪班各化工(gong)班(ban)組(zu)自行組織一次安全活(huo)動(dòng)。全年分廠按(an)計(jì)(ji)劃(hua)專項(xiàng)(xiang)單項(xiàng)(xiang)演練(lian)12次、參與人(ren)數(shù)240人(ren),集團(tuán)(tuan)級(jí)別(bie)協(xié)(xie)同(tong)地(di)區(qū)消防(fang)支(zhi)隊(duì)(dui)綜(zong)合(he)演練4次,參(can)與(yu)人(ren)數(shù)80人(ren),通過(guò)(guo)開(kāi)(kai)展(zhan)應(yīng)(ying)急演(yan)練,查(cha)找(zhao)應(yīng)急(ji)預(yù)案中存(cun)在的(de)問(wèn)題,完善應(yīng)急預(yù)案,提(ti)高(gao)應(yīng)急預(yù)(yu)案(an)的實(shí)(shi)用性和可(ke)操(cao)作性(xing),檢查(cha)對(duì)應(yīng)(ying)突發(fā)事件所需(xu)應(yīng)急(ji)隊(duì)(dui)伍(wu)、物資、裝(zhuang)備(bei)、技術(shù)(shu)等(deng)方面(mian)的準(zhǔn)(zhun)備(bei)情(qing)況,發(fā)(fa)現(xiàn)(xian)不(bu)足及時(shí)(shi)調(diào)(diao)整(zheng)補(bǔ)(bu)充,做(zuo)好(hao)應(yīng)急準(zhǔn)(zhun)備工(gong)作,鍛(duan)煉隊(duì)(dui)伍,增(zeng)強(qiáng)分廠演練(lian)組(zu)織(zhi)能(neng)力,提高(gao)了(le)員工應(yīng)急處(chu)置能(neng)力,達(dá)(da)到(dao)了(le)預(yù)(yu)期效(xiao)果。
聚力本(ben)質(zhì)(zhi)安全(quan)攻堅(jiān)專(zhuan)項(xiàng)(xiang)行動(dòng)。分(fen)廠開(kāi)(kai)展(zhan)提升(sheng)本(ben)質(zhì)安(an)全(quan)水平攻(gong)堅(jiān)(jian)專(zhuan)項(xiàng)(xiang)行(xing)動(dòng)(dong),從工(gong)藝安全(quan)管理著(zhe)手,以《化(hua)工(gong)企(qi)業(yè)工(gong)藝安(an)全管(guan)理實(shí)(shi)施導(dǎo)則(ze)》AQT3034為(wei)依據(jù),對(duì)(dui)標(biāo)設(shè)(she)計(jì),以(yi)原始(shi)設(shè)計(jì)(ji)為(wei)藍(lán)(lan)本,參照各(ge)裝(zhuang)置(zhi)現(xiàn)有生(sheng)產(chǎn)(chan)負(fù)荷實(shí)際,查找工藝(yi)偏離(li)、工藝異(yi)常(chang)節(jié)(jie)點(diǎn)、工藝薄(bao)弱(ruo)環(huán)節(jié)(jie)、工藝(yi)變(bian)更風(fēng)險(xiǎn)(xian),利(li)用(yong)桌(zhuo)面推演(yan)、現(xiàn)(xian)場(chǎng)(chang)模擬(ni)等(deng)方(fang)式,針對(duì)(dui)性(xing)解決工(gong)藝問(wèn)題,提(ti)升培(pei)訓(xùn)質(zhì)(zhi)量和預(yù)(yu)案有(you)效執(zhí)行能力。
科學(xué)(xue)推動(dòng)(dong)安全(quan)風(fēng)(feng)險(xiǎn)管控措施落(luo)實(shí)。分(fen)廠每(mei)周組織一(yi)次(ci)安全管(guan)理薄弱環(huán)(huan)節(jié)HAZOP分(fen)析(xi)會(huì),對(duì)各裝(zhuang)置區(qū)存(cun)在的工藝(yi)、設(shè)(she)備(bei)問(wèn)題及以往(wang)事(shi)故(gu)案例進(jìn)行全面(mian)分析(xi),并(bing)制(zhi)定(ding)出(chu)相應(yīng)(ying)的(de)防控(kong)措(cuo)施。各(ge)工(gong)段(duan)班(ban)長(zhǎng)、職能人(ren)員(yuan)每(mei)天(tian)進(jìn)行“反三違(wei)”檢查,每(mei)周由各工(gong)段(duan)主管(guan)統(tǒng)計(jì)(ji)上(shang)報(bào)各工段“反(fan)三(san)違”情況,最終形(xing)成(cheng)分廠(chang)“反三違(wei)”臺(tái)賬,查(cha)出(chu)違章(zhang)對(duì)責(zé)任(ren)人進(jìn)行(xing)批評(píng)(ping)教育(yu)并按制度通(tong)報(bào)(bao)考核(he)。組織各裝置區(qū)(qu)定期對(duì)安(an)全(quan)聯(lián)(lian)鎖投運(yùn)情(qing)況(kuang)、報(bào)警指標(biāo)及(ji)安(an)全(quan)設(shè)(she)施進(jìn)(jin)行檢查(cha),對(duì)查(cha)出(chu)的(de)問(wèn)(wen)題,立(li)即進(jìn)行(xing)整改(gai)。
實(shí)施(shi)重大危險(xiǎn)源(yuan)清單化(hua)管(guan)理。分廠所(suo)屬(shu)轄區(qū)含(han)氨罐區(qū)(qu)一(yi)級(jí)(ji)、甲醇(chun)罐區(qū)四(si)級(jí)、合(he)成氨(an)裝置(zhi)三(san)級(jí)(ji)四(si)處重大(da)危險(xiǎn)源。分(fen)廠(chang)將安(an)全標(biāo)(biao)準(zhǔn)(zhun)化(hua)作(zuo)為(wei)工(gong)具,把(ba)雙(shuang)重預(yù)(yu)防(fang)機(jī)(ji)制作(zuo)為準(zhǔn)則(ze),建(jian)立(li)健(jian)全重大危險(xiǎn)(xian)源管理清單(dan),將職(zhi)責(zé)(ze)實(shí)質(zhì)化,將(jiang)安全(quan)管(guan)理流(liu)程(cheng)化(hua),從(cong)風(fēng)險(xiǎn)分(fen)級(jí)到(dao)預(yù)(yu)控,從隱(yin)患排查到治(zhi)理,從(cong)本(ben)質(zhì)安全(quan)到基(ji)礎(chǔ)(chu)安全(quan)管理(li),通(tong)過(guò)(guo)一(yi)系(xi)列(lie)舉措(cuo),將(jiang)分廠四處重(zhong)大危險(xiǎn)(xian)源打(da)造(zao)成(cheng)為(wei)公司安全(quan)管(guan)理的(de)標(biāo)(biao)桿(gan)裝(zhuang)置(zhi),為提(ti)高公司的(de)安(an)全效(xiao)益(yi)作出(chu)突出貢(gong)獻(xiàn)(xian)。
推(tui)動(dòng)(dong)安全標(biāo)(biao)準(zhǔn)化(hua)建(jian)設(shè)提檔升(sheng)級(jí)。對(duì)(dui)于(yu)安全標(biāo)準(zhǔn)化工作,分廠(chang)一直(zhi)秉承科(ke)學(xué)(xue)、嚴(yán)謹(jǐn)(jin)、落實(shí)。一(yi)是(shi)加(jia)強(qiáng)各類操(cao)作及作業(yè)(ye)的(de)風(fēng)險(xiǎn)辨(bian)識(shí)(shi)工作,要求(qiu)風(fēng)(feng)險(xiǎn)(xian)辨(bian)識(shí)(shi)不清楚、安(an)全措施(shi)不(bu)到位,作(zuo)業(yè)(ye)不規(guī)范(fan),作(zuo)業(yè)(ye)票(piao)證(zheng)辦理不到位(wei),堅(jiān)決不(bu)作(zuo)業(yè);二(er)是加強(qiáng)安(an)全標(biāo)(biao)準(zhǔn)(zhun)化的教育(yu)培訓(xùn)(xun)工作(zuo),對(duì)員(yuan)工進(jìn)行(xing)八(ba)大票證(zheng)培訓(xùn)(xun)、安全(quan)管(guan)理制度學(xué)習(xí)(xi)等;三(san)是(shi)組(zu)織(zhi)完善了安(an)全(quan)標(biāo)(biao)準(zhǔn)(zhun)化(hua)臺(tái)(tai)賬,按(an)照公司要(yao)求按(an)時(shí)完成了安(an)全標(biāo)準(zhǔn)(zhun)化(hua)工(gong)作(zuo),確保公司安(an)全(quan)生產(chǎn)(chan)二(er)級(jí)(ji)標(biāo)準(zhǔn)(zhun)化順利(li)通過(guò)(guo)審(shen)核(he)。
